The University of Port Harcourt, Nigeria (UniPort) through the World Back Africa Centre of Excellence in Oilfield Chemicals Research (ACE-CEFOR) received a grant from the World Bank towards implementation of the Africa Centres of Excellence Project, and intends to apply part of the grant for payment under the contract for the Procurement and Installation of Teaching Aids, Procure Books and Journals / Procure and Install 1no. 100 KVA Diesel Generator with Accessories/Platform for Gen/ Procure and Install Laboratory Equipment and Associated Furniture / Procure Office, e-Library and Classroom Furniture and Fittings for Completed Two-Storey ACE-CEFOR Building.
The ACE-CEFOR, participating in the implementation of the Africa Centres of Excellence Project, now invites sealed bids/tenders from eligible and qualified bidders/tenderers for the under-listed items:

Tendering will be conducted through the National Competitive Bidding (NCB), a procedure specified in the national Public Procurement Guidelines and it is open to tenderers from Eligible Source Countries as defined in the Guidelines.
Interested and eligible tenderers may obtain further information from the University of Port Harcourt at the address below and inspect the Tendering Documents from 9:00 am to 3:00 pm, Mondays to Fridays, except on Public Holidays. Clarifications on the bids shall be entertained by UniPort, not later than 25th August, 2017 before bid opening. In other words, no clarification should be sought after 19th September, 2017.
ELIGIBILITY CRITERIA INCLUDE:
The following documents should be submitted with the bids/tenders:
(i) Certificate of Incorporation at the Corporate Affairs Commission (CAC):
(ii) Current Tax Clearance Certificate for the immediate past three (3) years (2014-2016), with Tax Identification Number (TIN);
(iii) Certificate of VAT Registration and Remittance from 2014-2016;
(iv) Current PENCOM Certificate (2016);
(v) Last three (3) years Audited Accounts of the firm duly signed and stamped by a certified Auditor to demonstrate the financial capability of the bidder in terms of profitability and adequate working capital. The required turnover for the project is N15,000,000.00 (Fifteen Million Naira) and above;
(vi) Original Bank Statement for the past twelve (12) months;
(vii) Current Certificate of Compliance with the provisions of the Industrial Training Fund (ITF) Amended Act 2011, issued by ITF;
(viii) Verifiable and documented evidence of successful completion of three (3) similar nature and magnitude contracts executed in the last five (5) years each giving scope, location, value and referral contact telephone number.
(ix) Evidence of financial capability of either cash at bank of N10,000,000.00 (Ten Million Naira) or letter of N10,000,000.00 (Ten Million Naira ) overdraft facility availability, to be written by the Bank Manager of the Bidder/Tenderer;
(x) Details of Company Corporate Profile showing Experiences, Curricula Vitae, Certificates, contacts, telephone numbers and email addresses, etc. of the Technical Personnel;
(xi) Sworn affidavit in line with the provisions of Part IV, Section 16, Subsection 6(f) of the Public Procurement Act 2007:
• That all documents submitted are fully correct and genuine;
• That neither the company nor any of the company’s Directors is bankrupt;
• That no officer of UniPort or Bureau of Public Procurement is a former or present Director/Staff of the company, and
• That the company is not in receivership.
Suppliers should note that originals of the documents listed above would be requested and should be available for sighting during the tender opening and whenever required. Also, die Tender document of any supplier that does not meet the above eligibility criteria will not be considered. Electronic bidding will not be permitted. Also, late tenders will be rejected.
A non-refundable sum of N10,000.00 (Ten Thousand Naira) only tender fee for each Lot shall be paid into the Centre’s Accounts stating the vendor’s name and purpose (as, for example, “JpH Plc 2017 CEFOR Tender Fee”) using the bank details below:

SUBMISSION AND CLOSING DATE OF TENDER
Two (2) copies of the technical tender documents must be submitted, in one envelope, while the financial tender documents -one (1) soft copy on a New labelled CD and one (1) hard copy must be sealed in another envelope and all are to be submitted in one (1) big envelope, on or before Friday, 29th September, 2017 at 12:00 noon with the inscription on the top left side of the envelope, e.g.: “NG/CEFOR/GDS/NCB/17/01, LOT 1: PROCURE TEACHING AIDS” and must be submitted at the office of:

BID OPENING AND CONTRACT AWARD DATES
(a) Tender Documents will be opened on the closing date, Friday, 29th September, 2017 at 12.30p.m.prompt in the Senate Chambers, Senate Building, University of Port Harcourt.
(b) Civil Society Groups, Non-Governmental Organisations, Professional bodies, Bidders or their representatives and interested members of the Public are hereby invited to witness the bids opening exercise
(c) Contract award shall be on Tuesday, October 10, 2017.
The full details of the Specifications for each lot would be attached to the Bidding documents and all financial bids should be quoted in Naira (N);
(1) All tenders must be accompanied by Bank Drafts of 2% of the tender sum as tender security in Naira. A margin of preference for eligible national contractor shall not be applied;
(2) Bids would not be awarded to the lowest bidder but “lowest evaluated responsive bidder”;
(3) Bidders are not restricted on the number of lot(s) to apply for, as bids would be “evaluated on lot-by-lot basis”;
(4) All bids submitted before the closing date and time would be accepted and evaluated;
(5) All tenders must be expressed in English Language;
