INVITATION TO TENDER/EXPRESSION OF INTEREST
1.1 The Petroleum Equalisation Fund (Management) Board Is a statutory Agency of the Federal Ministry of Petroleum Resources (MPR), whose mandate is to ensure Uniform Pricing of Petroleum Products in the country by reimbursing Petroleum Product Marketers with the cost incurred in moving petroleum products from one Depot location to another. The Board is desirous to procure goods, works and consulting and non-consulting services.
1.2 In compliance with the Public Procurement Act, 2007 the Board is therefore inviting experienced and reputable Contractors/Suppliers/ Consultants for the following;
2.0 SCOPE OF GOODS/WORKS/SERVICES
Lot 4: Procurement of Inverter System & Inverter Batteries
Lot 5: Supply and installation of Smart Board
Lot 6: Procurement of firefighting Truck
Lot 7: Renovation and improvement of the Head office complex
SCOPE OF WORK
(A) Reroofing of the head office building
(B) Repainting of the internal wall of the Head office building
(C) Replacement of Sanitary fittings
SERVICES: EXPRESSION OF INTEREST (EOI)
Lot 8: Engagement of HSE Consultants for the implementation/setup of an Occupational Health Safety Environment:-
SCOPE OF WORK:
(a) Review current HSE and standards
(b) Site/Operation inspection and inductions
(c) HSE awareness
(d) Review national guidelines on HSE-MS in Nigeria and other related regulation
Lot 9: Modern Landscaping of Head office green area with fountain
SCOPE OF WORK
(a) Design of the green area
(b) Supervision of the works
3.0 ELIGIBILITY REQUIREMENTS
(a) Evidence of Incorporation/Registration with the Corporate Affairs Commission (CAC) including Form CAC2 and CAC7
(b) Evidence of Company Income Tax Clearance Certificate for the last three (3) years valid till 31st December 2018 (2015, 2016, and 2017).
(c) Evidence of current Pension Compliance Certificate valid till 31st December 2018.
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018.
(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018.
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 01/01/2019.
(g) Sworn Affidavit disclosing whether or not any officer of the Petroleum Equalisation Fund (Management) Board, or the Bureau of Public Procurement(BPP) is a former or present Director, Shareholder or has pecuniary interest in your company and confirm that all information presented in this bid are true and correct in all particular.
(h) Company Audited Account for the last three (3) years (2015, 2016, and 2017).
(i) Evidence of financial capability to execute the job by submission of a reference letter from a reputable commercial bank in Nigeria indicating willingness to provide credit facilities for the execution of the job.
(j) Company profile with curriculum Vitae of key staff including copies of their Academic and Professional Certificates.
(k) Verifiable documentary evidence of at least three (3) similar Jobs executed in the last five (5) years including letters of Award and Job completion certificates and Photographs of Similar Works executed for Lot 7.
(l) Must be a landscape Architect with Evidence of registration with Architect Registration Council Of Nigeria (ARCON) for Lot 9
(m) Equipment and other relevant infrastructure
(n) Must be a certified/ Equipment manufacturer representative for firefighting equipment for Lot 6
(o) For Joint Venture Partnership, Memorandum of Understanding (MOU) should be provided (all the eligibility requirements are compulsory for each JV partner).
(p) All documents for submission must be transmitted with a covering/Forwarding letter under the Company/Firm Letter Head Paper bearing amongst others, the Registration Number (RC) as listed by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (Preferably GSM No.) and Email Address. The Letter Head paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page duly signed by the authorized officer of the firm.
4.0 COLLECTION OF TENDER DOCUMENTS (GOODS AND WORKS)
Interested companies are to collect the Standard Bidding Document (SBD), Kado District from the Procurement Office, Second Floor, Left Wing, Petroleum Equalisation Fund (Management) Board, Head Office, Plot 542 Cadastral Zone B09, Shehu Yar’Adua Way, Kado District, Abuja on evidence of payment of non-refundable fee of N10,000.00 (Ten Thousand Naira) only per lot to be paid into the Board’s Treasury Single Account (TSA) domiciled at the Central Bank of Nigeria.
5.0 SUBMISSION OF TENDER DOCUMENTS (GOODS AND WORKS)
Two technical Document to be clearly Labelled (one “ORIGINAL” and “COPY” in one envelope) and Financial Document clearly marked “ORIGINAL and COPY” sealed in another envelope. Put both envelopes in a bigger envelope.
The name of the company, mailing address and the contact phone number (mobile) should be written at the back of each envelope and at the top right corner of the bigger envelope clearly marked with the Lot Number nad Name address to: THE EXECUTIVE SECRETARY, Petroleum Equalisation Fund (Management) Board, Plot 542, Cadastral Zone B09, Shehu Musa Yar’Adua Way, Abuja.
It is mandatory that bid submission form is filled and signed before the bids are dropped in the bid box at: PROCURMENT UNIT, Second Floor, Left Wing, Petroleum Equalisation Fund (Management) Board. Rot 542. Cadastral Zone B09, Shehu Musa Yar’Adua Way, Kado District Abuja not later than 12:00 noon on Thursday, 10, January, 2019. Companies not listed on the bid submission form shall not be considered.
6.0 SUBMISSION OF EOI DOCUMENTS
Interested firms are to submit two (2) bound of Expression of Interest (EoI) documents separated by dividers and arranged as indicated above. The documents should be submitted in a sealed envelope and addressed as indicated in 5 above, and clearly marked with (the name of the project and the Lot number). Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in the designated Tender Box at the PROCUREMENT UNIT, Second Floor, Loft Wing. Petroleum Equalisation Fund (Management) Board not later than 12:00 noon on Wednesday, 12, December, 2018.
7.0 OPENING OF EOI/BIDS
The EOI/Technical bids will be opened immediately after the deadline for submission at 12:00 noon on Wednesday, 12, December, 2018 (Lots:8-9) and 12:00 noon on Thursday, 10, January, 2019 (Lots:-4-7) in the:

In the presence of the bidders or their representatives, while the financial bids will be Kept un-opened. Please ensure that you sign the bid submission register, as The Petroleum Equalisation Fund (Management) Board will not be held liable for misplaced or wrongly submitted bids. 8.0 GENERAL INFORMATION
(i) Bids must be in English language and signed by an official authorized by the bidder
(ii) Bids submitted after the deadline for submission would be returned un-opened.
(iii) All costs will be borne by the bidder.
(iv) All pro-qualified bidders (for Lots 4 7) will be contacted at a later date for financial bid opening, while financial bids of un-successful bidders will be returned unopened.
(v) Short listed firms (for Lots 8 and 9) will be invited at a later date for collection of Request for Proposals;
(vi) The Petroleum Equalisation Fund (Management) Board is not bound to pre-qualify any bidder and reserves the right to annul the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act. 2007
