ADDENDUM – INVITATION FOR TENDER
Sequel to the advertisement on “Procurement of Nurses Badges” published on the Daily Trust Newspaper, the Sun Newspaper of July 4, 2017, and Federal Tenders Journal of Monday, July 10 – Sunday, July 23, 2017, the Council wishes to draw the attention of the interested bidders to the following corrections and additional requirements to the publication under reference as follows:

ADDITIONAL MANDATORY REQUIREMENTS FOR BIDDERS
(i) Evidence of registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) or Valid Certificate issued by BPP
(ii) Sworn affidavit disclosing whether or not any officer of Nursing and Midwifery Council of Nigeria or BPP is a former or present Director, Shareholder or has any pecuniary interest in the bidder; none of the Directors of the company has been convicted in any court and to confirm that all information presented in its bid are true and correct in all particulars.
(iii) Evidence of current Industrial Training Fund (ITF) Compliance Certificate (2017);
(iv) Evidence of current Tax Clearance Certificate for the last three (3) years ending 31st December 2017; while Evidence of VAT Registration with TIN No. and past VAT Remittance(s) is hereby expunged from the advert

COLLECTION OF BIDDING DOCUMENTS
(v) Interested and competent bidders are requested to collect bid documents from the office of the Head of procurement (Room 9) as from 20th July, 2017. Time for collection will be from 9am to 4pm daily.
(vi) Only Technical Bid documents will be publicly opened on the bid opening date at the deadline for submission.
(vii) The Closing date for submission and opening is now extended to 29th August, 2017 at the same venue and time.

INVITATION FOR TENDERS

1.0 INTRODUCTION
The Nursing and Midwifery Council of Nigeria is a Parastatal of the Federal Ministry of Health. In accordance with the provision of the Public Procurement Act 2007, the Council hereby invites interested, qualified and experienced Contractors /Suppliers to tender for:
Production of Nurses Badges – 27,000 Units

2.0 QUALIFICATION/ELIGIBILITY REQUIREMENTS
Interested and competent Contractors/ Suppliers wishing to carry out the supplies above are required to submit the following documents in their Technical Bids, which will be subjected to due diligence by the Council:
MANDATORY REQUIREMENTS FOR BIDDERS
(i) Evidence of incorporation with Corporate Affairs Commission (CAC);
(ii) Evidence of current Tax Clearance Certificate for the last three (3) years ending in December 2016;
(iii) Evidence of VAT Registration with TIN No. and past VAT Remittance(s);
(iv) Evidence of issuance of Compliance Certificate to all Organizations by PENCOM in line with Pension Reform Act 2014 (as amended);
(v) Evidence of compliance with the amended Industrial Training Fund Act 2011;

N.B: The above listed requirements (i-vii) shall form part of the Bids Evaluation Criteria and non-compliance with any of the stated criteria shall result in automatic disqualification of the bidder.

3.0 OTHER REQUIREMENTS FOR BIDDERS
(i) Evidence of financial capability to execute the projects (Letter from the Contractor’s Banker);
(ii) Company’s profile with Curriculum Vitae of Key Officers/Professional Personnel including photocopies of relevant professional/technical qualifications;
(iii) Verifiable evidence (Photocopies of letters of awards and completion certificates) of successful completion of similar jobs done in the last three (3) years;
(iv) Evidence of Payment of Non-refundable Tender Processing Fees of N10,000 (Ten Thousand Naira only), to the Nursing and Midwifery Council of Nigeria via the REMITA PLATFORM

4.0 SUBMISSION OF BIDDING DOCUMENTS
The completed Bids should be enveloped in two(2) separate envelopes marked “Technical Bid” and “Financial Bid” and both sealed in a third envelope marked “Production of Nurses Badges” at the Top Right Hand corner and dropped at the office of the Head of procurement (Room 9) on or before 12.00 Noon of Tuesday, 15th August, 2017. Late bids will be out rightly rejected. The envelope should be addressed to:

5.0 PUBLIC OPENING OF BIDS

All Contractors/Suppliers and their representatives that submitted tender documents, Civil/Transparency Societies, and the general public are hereby invited to attend the bids opening sessions.

6.0 DISCLAMER AND CONCLUSION
6.1 The Council will not be responsible for any cost or expenses incurred by any interested party(ies) in connection with any response to this invitation and or the preparation or submission in response to an inquiry.
6.2 The Council is not bound to shortlist any bidder and reserves the right to annul the selection process at any time without incurring any liabilities.
6.3 Please note that this advertisement shall not be construed as a commitment on the part of the Council to award any or all the above listed projects.
