INVITATION TO TENDER FOR:
LOT 1 – THE DEPLOYMENT OF IP PADX TELEPHONY SOLUTION
LOT 2 – IMPLEMENTATION OF AZURE INFORMATION PROTECTION P2 LICENSE
The Nigerian Content Development and Monitoring Board (NCDMB), Yenagoa, Bayelsa State, established by the NOGICD Act in April 2010, invites reputable IT/Telecommunication companies with good track record of performance and experience to submit bids for:
(1) LOT 1: for the implementation of a unified IP PABX Telephone System for the Board
SCOPE OF WORK:
|i.||Supply, configuration, Installation and testing of a dedicated IP/PABX solution at the HQ to support a minimum of 500 station users (Communications manager, unity, instant messaging & Presence)|
|ii||Automated attendant system|
|iii||Extension of the deployed IPT system to all our remote offices|
|iv||Supply and integration of a 16 ports VOIP GSM Gateways (enable to make 16 calls simultaneously from IP phone to GSM network and GSM network to IP phone)|
|v||Integration with existing IP telephones infrastructure|
(2) LOT 2: for the implementation of Azure Information Protection P2 License which will service her main business functions in making better decisions, reduce cost and increase performance.
SCOPE OF WORK:
The solution is intended to provide service to cover the following areas:

(3) CONDITIONS FOR ELIGIBILITY
Any Company applying to be pre-qualified must satisfy the following requirements for eligibility:
(i) It must be a Limited Liability Company/ Partnership registered in Nigeria with supporting documents showing the ownership of the company, which shall be 51% owned by a Nigerian(s) and other relevant CAC forms including C02, C07, ID etc.
(ii) Evidence of Current Tax Clearance Certificate for the last three (3) years ending December 2017.
(iii) It must have a current:
(a) ITF Compliance Certificate.
(b) PENCOM Compliance Certificate.
(c ) NSITF Compliance Certificate,
(iv) Evidence of experience in at least three (3) jobs of similar nature and complexity executed in the last three (3) years with verifiable letters of contract award and Job Completion Certificate
(v) Sworn Affidavit that none of the Directors of the Company has been convicted in any Country for any criminal offence relating to fraud or any financial impropriety or criminal misrepresentation or falsification of facts relating to any matter.
(vi) Sworn Affidavit disclosing whether or not any officer of the relevant committees of Nigerian Content Development & Monitoring Board (NCDMB) or Bureau of Public Procurement is a former or current Director, Shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
(vii) Interim Registration Report (IRR) as an evidence of registration on the National Database of Contractors/Consultants and Service Providers.
(viii) Relevant DPR permit.
(ix) Evidence of registration with relevant Professional Body
(x) Office Presence within the Oil and Gas Zone will be an advantage.
(xi) Evidence of Financial Capability from a Reputable Bank including Bank Reference letter guaranteeing financial support.
(xii) Three Years Audited Accounts of the company.
(xiii) LOT 2 – Evidence of Certified Micro-Soft Partnership
(xiv) Other information as contained in the Tender Documents
(4) COLLECTION OF TENDER DOCUMENTS

(5) SUBMISSION/OPENING OF BID DOCUMENTS
(i) The tender documents should be bound with the covering letter signed to reach the undersigned by Thursday, September 7th, 2017 at 12 noon addressed to the:-

(ii) The Technical and Financial Proposals should be submitted simultaneously in two separate sealed envelopes and both placed in a bigger sealed envelope clearly marked on the top left hand corner of the envelope according to the tender service as indicated below:
– ‘LOT A-DEPLOYMENT OF PABX’
– ‘LOT B -IMPLEMENTATION OF AZURE
(iii) The tender documents must be delivered in the tender box located on the ground floor, NCDMB Head Office, Opolo, Yenagoa.
(iv) Companies delivering bids are expected to sign the “Tenders Register” before delivery in the tenders Box.
(v) Bid documents will be opened immediately after the close of submission at the Conference Room, 4th floor, Nigerian Content Development and Monitoring Board Glasshouse, Isaac Boro Expressway, Opolo – Yenagoa.
(vi) Submitting a ‘tender does not commit NCDMB to awarding contract to any bidder
