INDEPENDENCE AVENUE, CENTRAL BUSINESS DISTRICT, ABUJA
REQUEST FOR EXPRESSION OF INTEREST FOR THE PROVISION OF THE UNDERLISTED SERVICES
The News Agency of Nigeria (NAN), intends to undertake the procurement of services approved under the 2017 Appropriation and hereby invites interested, competent, and eligible consultants for the execution of the following consultancy services:
(B.) DESCRIPTION OF SERVICES:
(1.) To Collate and Develop Content of News Material and Documentary including News Activities and Breaking News Through Audio Visual Broadcast in Public Places example Culture, Market and Business Information.
(2.) To Convert the Agency’s Financial Reporting and Disclosure from Nigeria Reporting Standards to International Reporting Standards as Embedded in IPSAS/IFRS Accrual Basis Accounting Framework.
(3.) To Comply with the Federal Government Directive in Adopting Public Financial Reporting Framework to IPSAS Accrual Based Financial Reporting System. Details of the scope and terms of reference/assignment duration of the jobs (RFP) shall be made available to shortlisted consultants on the payment of the sum of ten thousand Naira (N10,000.00) only.
(C.) OTHER REQUIREMENTS:
All prospective companies are required to submit the following verifiable documents:
(i.) Certificate of Incorporation/registration with CAC;
(ii.) Evidence of 2017 PenCom compliance Certificate expiring by December 2017;
(iii.) 2017 ITF and NSITF compliance Certificates expiring by December 2017;
(iv.) Interim Registration Report (IRR) as evidence of registration on the Bureau of Public Procurement, (BPP), National Database of Contractors, Consultants and Service Providers;
(v.) Tax Clearance Certificate for 2014, 2015, and 2016 with TIN numbers at FIRS;
(vi.) Company audited account for 2014, 2015 and 2016;
(vii.) Evidence of financial capacity to execute the job i.e. Company’s Bank Statement for the last six months;
(viii.) Current sworn Affidavit disclosing:
(a.) That the company is not in receivership;
(b.) That the company does not have any Director who has ever been convicted in any court in Nigeria or any other country for criminal offence such as fraud or financial impropriety;
(c.) Whether or not any member of staff of the Agency is a former or present Director, Shareholder or has any pecuniary interest in the bidder;
(d.) That all information submitted by way of documents is correct and verifiable.
(ix.) Verifiable list of similar jobs successfully executed in Nigeria in the past 3 years including letters of award, completion certificates and evidence of payments (please provide the names, addresses, and telephone numbers of clients for verification);
(x.) Company profile and Educational/Technical / Professional qualifications of key personnel/ proofs of the capacities and competencies of key staff for the consultancy;
(xi.) Copies of certified true copy of memorandum and articles of association of the firm with forms C02 & C07;
(xii.) Consultants that are interested in (1) above must in addition be members of APCON, CMCIN, and NIPR to guarantee minimum assurances of the ability to organize news management situations; vast knowledge on VCP 6.0 (virtualization), MCITP or any IT certification.
(xiii.) Companies that are interested in (2) and (3) above must be Accounting Firms
(D.) SUBMISSION OF EXPRESSION OF INTEREST AND CLOSING DATE:
Interested companies must submit the above documents on or before Monday, 11th September, 2017.The submission shall be made in two hard copies sealed in an envelope with the name of the company and service the firm wishes to undertake clearly written on the envelope and addressed to:

Central Business District, Abuja.
Companies shall be shortlisted based on their qualification/experience and the criteria listed above.
(F.) OPENING: All the EOI documents will be opened immediately after closure at 12.00 noon at the Agency’s Headquarters Abuja.
(a.) The Agency reserves the right to:
(i.) Verify the authenticity of any claims made on the documents submitted by firms
(ii.) Verify the company’s address/location.
(b.) Failure to comply strictly with the instructions above and to provide any required documents may result in the disqualification of any company.
(c.) Expression of Interest submitted after the closing date and time shall be rejected.
(d.) Interested firms are to note that the Agency shall not be held liable for the expenses incurred by them on their submission and that the Agency shall shortlist only firms whose submissions are considered to be responsive to the requirements of the Agency.
