INVITATION TO TENDER AND EXPRESSION OF INTEREST FOR THE IMPLEMENTATION OF 2017 CAPITAL PROJECTS
The National Library of Nigeria (herein also referred to as “The Agency”) in compliance with the provisions of the Public Procurement Act, 2007, wishes to invite seasoned and qualified contractors to submit bids for the under listed Capital Projects as appropriated in the 2017 Appropriation Act.
(2.0) SCOPE OF WORK
CATEGORY A: WORKS
LOT 1A: Construction of Prototype State Branch Building in Jalingo, Taraba State.
LOT 1B: Construction of Prototype State Branch Building in Ibadan, Oyo State.
LOT 1C: Fencing and Provision of External Works at Gombe State Branch (Fencing, Landscaping, Interlocking Etc.)
LOT 1D: Fencing and Provision of External Works at Katsina State Branch (Fencing, Landscaping, Interlocking Etc.)
CATEGORY B: GOODS
LOT 2A: Procurement & Installation of Sound Proof Generating Sets (Abuja Zone; Headquarters & Area 2)
LOT 2B: Procurement & Installation of Sound Proof Generating Sets (Southern Zone; Oshogbo and Calabar branches)
LOT 2C: Procurement & Installation of Sound Proof Generating Sets (North- East Zone; Gombe and Adamawa State Branches)

CATEGORY E: PROVISION OF CONSULTANCY SERVICES
LOT 5A: Provision of Consultancy Services for Research and Human Capital Development.
LOT 5B: Provision of Consultancy Services for the Supervision of National Virtual Library Development
LOT 5C: Provision of Consultancy Services for the Supervision of the Construction of Prototype branch Building in Jalingo, Taraba State.
LOT 5D: Provision of Consultancy Services for the Supervision of the Construction of Prototype Branch Building in Ibadan, Oyo State.
(3.0) ELIGIBILITY CRITERIA
Interested and competent contractors, suppliers and consultants wishing to earn- out any of the projects are required to submit their company profiles including the following documents, which will be subjected to verification and due diligence by the Agency:
(i) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC)
(ii) Evidence of Tax Clearance Certificates for the past three years (2014, 2015 and 2016)
(iii) Pension Compliance Certificate valid till 31st December, 2017.
(iv) Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2017.
(v) National Social Insurance Trust Fund (NSITF) Clearance Certificate valid till 31st Decem¬ber, 2017.
(vi) Current Certificate of Registration/Interim Registration issued by the Bureau of Public Procurement (BPP) as evidence of registration on the National Data base of Contractors, Consultants and Service Providers.
(vii) Evidence of verifiable similar jobs executed and technical capability to deliver.
(viii) Bank Reference Letter indicating financial capability/liquidity written by Bank Manager of the bidder.
(ix) A sworn Affidavit certifying that the company is not in receivership and/or the subject of any form of insolvency or bankruptcy proceedings or the subject of any form of winding up petition or proceedings. The declaration shall also include that the company has no Director who has been convicted by any court in Nigeria or any other country for criminal offenses in relation to fraud or financial impropriety and that no officer of the National Li¬brary of Nigeria or the Bureau of Public Procurement (BPP) is a former or present Direc¬tor, Shareholder or has any pecuniary interest in the job and that all information presented and attached are true and correct of the company.
(x) Detailed Company Profile with Photocopies of academic and professional Certificates and Curriculum Vitae of Key/Technical Personnel,
(xi) Company Audited Accounts for the last three years (2014, 2015, 2016)
(4.0) COLLECTION OF TENDER DOCUMENTS
Interested Contractors are to collect tender documents from the Procurement Unit of the Na¬tional Library of Nigeria at Plot 274 Sanusi Dantata House, Central Business District, Abuja within the working hours of 9am – 4pm, Monday – Friday upon the payment of a non-refundable processing fee of N50,000.00 for Category A and N20,000.00 for Categories B, C, D & E. The payment should be made in favour of FGN – National Library of Nigeria through the Remita Collection Platform.
(5.0) SUBMISSION OF TENDER DOCUMENTS
(i) Interested contractors are to submit their documents (Both Technical and Financial Bids) in two separate envelopes enclosed in one big envelope clearly stating the Project Name and LOT Number at the top right hand corner of the envelope and addressed to;

The Head of Procurement Unit,
National Library of Nigeria,
Plot 274 Sanusi Dantata House, Central Business District, Abuja.
(ii) The documents should be deposited in the Tender Tamper Proof – Box at the Procurement Unit of National Library of Nigeria on the ground floor, Plot 274 Sanusi Dantata House, Central Business District, Abuja within the working hours of 9am – 4pm, Mondays – Fri¬days.
Company’s name should be written on the reverse side of the envelope. The deadline for submission is Monday 18th September, 2017 by 12 noon.
(6.0) BID OPENING
Bid opening will commence immediately after the deadline for submission on Monday 18th September, 2017 by 12 noon at the Board Room (First Floor) of National Library of Nigeria at Plot 274 Sanusi Dantata House, Central Business District, Abuja.
All bidders or their representatives, relevant professional bodies, NGOs and the general public are invited to witness the public bid opening exercise.
(7.0) SUBMISSION OF EXPRESSION OF INTEREST FOR CATEGORY
Interested Consultants shall submit one copy of their Expression of Interest and Pre-qualifica¬tion documents with the Project Category, Title, and Lot No. clearly written on the Front Top Right Corner of the envelope with the company name written on the reverse side of the envelope and addressed to the National Librarian/CEO, Attention: Head of Procurement, National Library of Nigeria, Plot 274 Sanusi Dantata House, Central Business District, Abuja and deposited in the Tender Box at 6.0 above on or before 12 noon Monday, 21st August 2017.
(7.1) PUBLIC OPENING OF BIDS FOR CATEGORY E
Expression of Interest (EOI) and Pre-qualification documents for Category E will be publicly opened immediately after deadline for the submission of documents by 12 noon Monday, 21st August, 2017 at the Board Room of National Library of Nigeria, Headquarters, Plot 274 Sanusi Dantata House, CBD Abuja in the presence of bidders/representatives, relevant professional bodies, NGOs and interested members of the general public. Note that only Shortlisted/Pre-qualified bidders will be invited to collect Tender Document upon the payment of non-refund¬able Tender Fee of N20,000.00 (Twenty Thousand Naira only) per lot, payable to the Treasury Single Account (TSA).
(8.0) GENERAL INFORMATION
(8.1) The National Library of Nigeria shall refer all documents attached to relevant agencies; BPP, FIRS, PENCOM, ITF, NSITF and Security agencies for verification.
(8.2) The National Library is not bound to accept the lowest quotation that is not responsive.
(8.3) Companies and bidders are prohibited from bidding for more than two lots in each of the Categories.
(8.4) All documents for submission shall be transmitted with a covering letter under the compa¬ny’s Letter Head Paper bearing among others, the Registration Number (RC), Valid Contact Telephone Numbers, e-mails address and official Company’s address.
(8.5) The Letter Head Paper shall bear the Names of all the Directors of the Company at the bottom of the page.
(8.6) Only successful bidders from the Technical Evaluation will be invited for financial bid opening.
(8.7) Deviations to the provisions of this advertisement will automatically lead to the disqualification of the bidder.
(8.8) Contractors who have worked for the Agency and have a history of poor performance, abandonment, supply of inferior quality of services/goods need not apply as they will be disqualified.
(9.1) This announcement is published for information purposes only and does not constitute an offer by the Tenders Board of the National Library of Nigeria to transact with any party for the projects, nor does it constitute a commitment or obligation on the part of the Tenders Board to procure concession services.
(9.2) The Tenders Board will not be responsible for any cost or expenses incurred by any interest¬ed party(ies) in connection with any response to this invitation and or the preparation or submission in response to an inquiry.
(9.3) The Tenders Board is not bound to shortlist any contractor and reserves the right to annul the selection process at any time without incurring any liabilities and assigning any reason thereof.
