INVITATION TO TENDER
In compliance with the provisions of the Public Procurement Act 2007, the National Commission for Museums and Monuments wishes to bring to the attention of the public her intention to carry out the following procurement activities in the Commission as provided for in the 2017 Capital Budget Appropriation. In view of the above, bids are hereby invited from interested and reputable contractors with relevant experience and good track records in respect of the following projects.

LOT:2 Development And Renovation Of Esie Museum
LOT:3 Development Of National Museum Benin
LOT:4 Rehabilitation And Development Of National Museum, Jos
LOT:5 Construction And Development Of National Museum, Maiduguri
LOT:6 Publication Of NCMM Journals And Reports
LOT:7 Ethnographic Projects
LOT:8 Library Projects
LOT:9 Computerization Of Finance And Accounts Department
QUALIFICATION CRITERIA AND TENDER REQUIREMENTS
In order to be considered, interested Contractors are required to submit the following documents along with the financial bids
(i.) Evidence of company registration with Corporate Affairs Commission (CAC) and forms CO7
(ii.) Company profile and organisational structure, including names and resume of key personnel with addresses and phone numbers
(iii.) Evidence of registration of Key Technical Personnel with either COREN, Registration council of Architects
(iv.) PENCOM Compliance Certificate as evidence of fulfilment of the obligation to pay pension and social contributions as stipulated in section 16(6) (d) of the PPA, 2007, expiring by December, 2017
(v.) Last three (3) years Tax Clearance certificates (2014, 2015 and 2016) and Tax Identification Number (TIN)
(vi.) Audited Accounts for the last three years (2014, 2015 & 2016)
(vii.) Evidence of financial Capability and Banking support/Reference Letter from a reputable bank
(viii.) Evidence of registration with Financial Reporting Council (FRC) of Nigeria
(ix.) Nigeria Social Insurance Trust Fund (NSITF) Certificate Expiring by December 2017.
(x.) Verifiable list of previous/similar major works carried out in the last three (3) years with their locations and clients, (copies of award letter, completion certificates/final payment certificate should be attached)
(xi.) List of equipment to be used for the project and their location. (State whether the equipment are leased, hired or owned, if owned attach proof).
(xii.) Industrial Training Fund (ITF) Compliance Certificate expiring by December 2017 as evidence of fulfilment of the obligation to pay ITF as social security contribution
(xiii.) Evidence of up to date registration with Data-base of BPP by inclusion of Interim Registration Report (IRR) issued by the Bureau of Public Procurement expiring by January, 2018
(xiv.) A sworn affidavit disclosing whether or not any officer of NCMM or BPP is a former or present director, shareholder or has any pecuniary interest in the bidder and confirm that all information presented in its bid are true and correct in all particulars.
COLLECTION OF TENDER DOCUMENTS
Bid documents are to be collected upon payment of non-refundable fee of twenty thousand naira (₦20,000,00) only per project payable to the Federal Government Single Treasury Account (TSA) (National Commission for Museums and Monuments).
SUBMISSION OF TENDER DOCUMENTS
Completed bid should be submitted in three copies (one original and two other copies) and all pages duly endorsed by the bidders. The documents should be sealed and labelled (Technical / Financial Bids as appropriate) separately with the appropriate project title and lot number, clearly written at the top left hand corner of the envelope and addressed to;

CLOSING DATE AND OPENING
Technical bid opening will take place immediately following the submission deadline on Monday 25th September, 2017 at 12:00 noon in line with the provision of section 30(c) of the PPA, 2007. Bidders/Company representatives and interested members of the public including relevant Professional Bodies, Civil Society and Non-Governmental Organisations are hereby invited to witness the opening of the technical bids.
(i.) Submission that does not meet up with the requirement specified above shall be rejected
(ii.) Technical and Financial bids enclosed in one and same single envelope that will expose the Technical and Financial bids at the same time of opening shall be disqualified.
(iii.) All information must be provided in English Language.
(iv.) Bidders are to enclose a photocopy of the receipt as evidence for the payment of the fee for tender documents
(v.) Maximum bidding is two per company
(vi.) Due diligence exercise may be conducted to verify the claims made by bidders.
(vii) NCMM reserves the right to reject any document it considers to be of doubtful authenticity
(viii.) Late submissions will not be entertained.
(ix.) This notice shall not be construed to be a commitment on the part of the NCMM to award any form of contract to any respondent nor shall it entitle any organization to claim any indemnity from the commission.
