INVITATION TO TENDER

1. The Federal Republic of Nigeria has received financing from the World Bank toward the cost of the Nigeria Erosion and Watershed Management Project (NEWMAP) and intends to apply part of the proceeds toward payments under the contracts for Procurement of Contractor(s) for the Construction and Remediation Works at Eziala-Obizi; Iyiuzo-lhioma- Ogberuru; and Umueshi (Additional Works): and  Umunumo-Ibeafor Gully Erosion Sites in Imo State:

2. The State Project Management Unit (SPMU). Imo State – Nigeria Erosion and Watershed Management Project (IMS-NEWMAP) on behalf of Imo State Government now invites sealed Bids from eligible Bidders for Procurement of Contractor(s) for the Construction and Remediation Works at Eziala-Obizi: Iyiuzo-Ihioma-Ogberuru, and Umueshi (Additional Works); and Umunumo-Ibeafor Gully Erosion Sites in Imo State:

3. Bidders may Bid for one or several contracts. as further defined in the bidding document.

4. Bidders wishing to offer discounts in case they are more in they awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter Of Bid. Bidding will be conducted through international competitive procurement using KedePE for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for Borrowers- Procurement in Investment Projects Financing (Procurement Regulations for Investment Project Financing (IPF) Borrowers: August 2018) (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

5. Interested eligible bidders may obtain further information from and inspect the bidding documents during office hours 0900 to 1600 hours at the address given below.

6. A complete set of bidding documents in English Language may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of One Hundred United States Dollar (US$100) or Thirty thousand naira (NGN 30,000.00) only. The method of payment will be by through Bank draft in favor of Project Coordinator, Imo State Nigeria Erosion and Watershed Management Project. The bidding documents can be collected at the address below or sent by courier upon additional payment of One Hundred US Dollars (US$100.00) or Thirty Thousand Naira (NGN 30,000) only to cover the cost of delivery to Europe, West Africa and others as demand draft payable to Imo State NEWMAP, Owerri, no later than Monday January 27, 2020 which is the deadline for sending bidding document by courier. The demand draft should be accompanied by a letter head of the desirous party requesting the transmittal of the documents giving reference to the Bidding Number and the tile of the Bid.

7. Bids must be delivered to the address below on or before 12.00 Noon on Friday, February 07, 2020. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below.

8. All Bids must be accompanied by a Bid Security as stated in the table above.

9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.

10. A Pre-bid meeting would be held at the address below on Tuesday 7, Wednesday 8th and Thursday 9th January, 2020 which is Thirty days before the tender opening date by 12:00 noon to allow potential bidders seek clarifications on the bidding document.
