INVITATION TO PRE-QUALIFY FOR THE PROVISION OF A 2000HP X 10,000PSI HEAVY DUTY LAND DRILLING RIG FOR DRILLING ACTIVITIES, 1000HP X 5000PSI AND 1500HP X 10,000PSI LAND WORK OVER RIG FOR WORKOVER/SIDETRACK ACTIVITIES IN OML30

1.0 INTRODUCTION
Heritage Energy Operational Services Limited (HEOSL) HEOSL is the Operator of OML-30 on behalf of the joint ventures between Nigeria Petroleum Development Company (a subsidiary of Nigeria Petroleum Corporation) and Shoreline Natural Resources Limited.

HEOSL activities cover the spectrum of the upstream Oil and gas business, Its operation are concentrated mainly in the Niger Delta.

HEOSL wishes to pre-qualify vendors with financial and technical know-How to carry out different operation and/or service activities in land assets for a period of 2 years with optional renewal.
The Company hereby invites reputable and competent vendors for the provision of the under-listed service for drilling operations.

2.0 BRIEF DESCRIPTION OF SERVICE REQUIRED AND SCOPE
The following service shall be required during the drilling phases of the Wells.

S/N SERVICES BRIEF DESCRIPTION OF SCOPE OF WORK (INCLUDE BUT NOT LIMITED TO THE UNDERSTATED)
1 Provision of a 2000HP X 10,000PSI Heavy Duty Land Drilling Rig for Drilling Activities in OML30Tender No: OML30/ITT/D&C/001 The scope of work comprises provision of 10k, 2000HP Heavy duty Land Drilling Rig, support services for drilling & completion operation and well testing. The Minimum technical Requirements and specifications for the rig shall be as follows:Mast height of 147ft and nominal capacity of 1,300,000 lbs, Depth rating of 20,000ft with 5” Drill Pipe, Draw works capacity (Maximum input Power) of 2000HP (1491kW), Three mud Pumps, each able to deliver minimum 250GPM at 5,000psi WP

Hookload capacity of 1300,000 lbs minimum, Top Drive (Minimum Continuous output torque of 40,000 ft-lbs.), Well control equipment rated to 10,000psi working pressure

Compliance with DPR 1997 zero discharge for hazardous waste as per Environmental Guidelines and Standards and IS014001 standards and Supply of Consumables, materials, accessories etc

Must be able to skid up to 16m without lowering the mast All required equipment and accessories for skidding shall be provided by contractor

Equipment and materials provided must be compatible with and capable of operating in the Nigerian onshore environment

Rig must be CFC-free compliant (CFC and Halons are not acceptable; recommended refrigerants are R134A, R407A and R407C).

Contractor must be registered with the IADC

Rigs older than Ten (10) years must have proof of having undergone recent life enhancement upgrades

Equipment and materials provided must be compatible with and capable of operating in the Nigeria onshore environment

The rig must be currently in Nigeria, working or stacked.

2 Provision 1500HP X 10,000PSI Land Workover RigTender No: OML30/ITT/D&C/002 The scope of work comprises provision of 10K, 1500HP land workover Rig, support service for workover/sidetrack operation and well testing. The minimum technical requirements and specifications for the rig shall be as followsMast height of 147 ft and nominal capacity of 1,000,000 lbs, Depth rating of 15,000 ft with 5”/3-1/2” Drill Pipe, draw works capacity (Maximum Input Power) of 1500HP (1119 KW),Three triplex 1300HP mud pumps, each able to deliver minimum 250GPM at 5,000psi WP.

Hookload capacity ranging between 1,000,000 lbs minimum, Top Drive (Minimum Continuous output torque of 25,000 ft-lbs), well control equipment rated between 10,000psi working pressure.

Compliance with DPR 1997 zero discharge for hazardous waste as per Environmental Guidelines and Standards and IS014001 standards and Supply of Consumables, materials, accessories etc

Equipment and materials provided must be compatible with and capable of operating in the Nigerian onshore environment

3 Provision 1000HP 5,000PSI Land Workover RigTender No: OML30/ITT/D&C/003 The scope of work comprises provision of 5K, 1000HP land workover Rig, support service for workover/sidetrack operation and well testing. The minimum technical requirements and specifications for the rig shall be as followsMast height of 147 ft and nominal capacity of 1,000,000 lbs, Depth rating of 15,000 ft with 5”/3-1/2” Drill Pipe, draw works capacity (Maximum Input Power) of 1000HP (746 KW),Three triplex 1300HP mud pumps, each able to deliver minimum 250GPM at 5,000Psi WP.

Hookload capacity ranging between 1,000,000 lbs minimum, Top Drive (Minimum Continuous output torque of 15,000 ft-lbs), well control equipment rated between 5,000psi working pressure.

Compliance with DPR 1997 zero discharge for hazardous waste as per Environmental Guidelines and Standards and IS014001 standards and Supply of Consumables, materials, accessories etc

3.0 WHO MAY APPLY
Must be a reputable registered Nigerian oil and Gas services Company (or Foreign company In partnership with Nigeria Indigenous companies) with proven track record in provision of drilling ancillary service in the oil and gas industry as well as a valid DPR certificate in the relevant category.

4.0 DURATION/CONTRACT STRATEGY
The strategy is to engage service of qualified and competent contractors on call-out/call-off basis for a period of Two (2) years with the option of renewal subject good performance and Management’s direction

5.0 PRE-QUALIFICATION REQUIREMENTS
All interested bidders seeking to be considered must satisfy the following requirement specified below:
(5.1) Full details of company profile with Certificate of Incorporation in Nigeria, certified true copies of memorandum and article of Association of the company and CAC form CO2 AND CO7 (Particulars of Directors).
(5.2) Certified true copies of memorandum and article of Association of the company (Statement of share capital and return of allotment and CO7 (Particulars of Directors) and /or similar statutory documents indicating ownership structure of company, names(s) of Directors, major shareholders and percentage shareholding.
(5.3) Detailed company Profile with full details of company’s resume demonstrating company’s capabilities
(5.4) Company Tax Clearance Certificate for the last three (3) years (2015, 2016,& 2017)
(5.5) Evidence of compliance with the provisions of industrial training fund (ITF) Amendment Act 2011 by inclusion of copy of Compliance Certificate from the industrial training fund
(5.6) Evidence of Compliance with the Nigeria Social Insurance Trust Fund (NSITF) Act by inclusion of copy of compliance Certificate
(5.7) Evidence of Compliance with PenCom reform act 2014 by inclusion of valid pension clearance Certificate
(5.8) Evidence of Registration on the Bureau of Public Procurement (BPP’s) National Data Base of the Federal Contractors, Consultants and Service providers (NDCCSPs) by inclusion of Interim Registration Report (IRR) (for Nigeria companies)
(5.9) Evidence of relevant certificate with Department of Petroleum Resources.
(5.10) Audit Account for the past three(3) years ( 2015, 2016,& 2017) which must bear the stamp of the Audit Firm.
(5.11) Evidence of verifiable similar service carry out within the last five years. Please attach reference letters. Please attach reference letters; copies of letters of award, valuation certificate, Job completion certificate including client’s company full contact details (Not .P.O. Box) functional phone number and e-mail address; for at least three (3) completed projects.
(5.12) Company’s CASHES plans and QA/QC Policy and detail of safety of records for accidents, injuries and damages for the past three (3) years (2014, 2015, & 2016)
(5.13) A prospective bidder shall make provision of sworn to support action as follows;
(1) To allow HEOSL verify all claim made in your submission
(2) To allow HEOSL verify that the organization is not in receivership, nor the subject of any form of insolvency of bankruptcy proceedings or the subject of any form of wrong up petition or proceedings
(3) To confirm that the company is not a replacement for a hitherto tax defaulting company.
(4) To confirm whether or not any of the members of relevant companies of NPC or Bureau of Public Procurement (BPP) is former or present Director, Shareholder, or has any pecuniary interest in the specific company.
(5) A written statement confirming that you company does not have any Director who has been convicted in any country for a criminal offence relating to fraud or any financial impropriety or criminal misrepresentation of falsification of facts relating to any matter.
(6) A written statement providing full names contact address of current directors and beneficial owners to including their email address, and telephone number.
(7) Certainty of business integrity and pre-signed undertaking to strictly comply with Nigerian Ant-Corruption laws in processing the bid and executing the contract if successful.

6.0 COMPLIANCE WITH THE NIGERIAN CONTENT ACT
Compliance with Nigerian Content Act shall be a major consideration in the selection of applicants to lift Nigerian Crude Oil. It should be noted that evidence of Nigerian equity in the entity seeking consideration shall give competitive advantage.
Interested applicants must submit a detailed Nigerian Content execution strategy to the satisfaction of the NCDMB, clearly setting out Nigerian Content commitments in the areas of;
(6.1) Nigerian Content plan that demonstrates full utilization of Nigerian labour and services with detailed description of role, work scope and man-hours in order to achieve minimum target as set out in the requirement of the Nigerian Oil and Gas Industry Content Development (NOGICD) Act 2010.
(6.2) Current and in-place organizational structure with detailed experience and skills of key management personnel with names.
(6.3) Provide evidence (personnel list and position organizational chart) percentage of management that are Nigerian nationals and the percentage of the total workforce that are Nigerians.
(6.4) Plans for the training of Nigerians demonstrating at least 10% of the total man-hours dedicated for human capacity building (where applicable).

7.0 SUBMISSION OF BID DOCUMENTS
(7.1) All completed bids should be sealed and submitted in TWO(2) separate envelopes clearly marked – One (1) Original, One (1) Copy and One (1) Electronic copy (CD ROM) duly signed by the bidder’s authorized representative clearly marked:
“PREQUALIFICATION FOR THE PROVISION OF WORKOVER RIG FOR HEOSL LAND ASSETS” with the Service applied for, clearly written on the top right hand corner of the envelope with the specific tender number.
(7.2) The local content requirement as stated above No. 5.15 must be submitted in a separated envelop and clearly marked “PREQUALIFICATION FOR THE PROVISION OF WORK OVER RIG FOR HEOSL LAND ASSETS –LOCAL CONTENT”

8.0 THE SUBMISSION/CLOSING DATE

All bids MUST be received on or before 12:00 Noon not later Friday 9 November, 2018. All the bids shall be publicly opened and endorsed immediately following the deadline for submission in the presence of invited observers and prospective bidders.
All the bidders shall be invited to attend the bid opening session

9.0 IMPORTATION INFORMATION
(9.1) Each bidder should not bid for more than ONE (1) service enumerated above. Bidding for more than ONE (1) or suspected multiple bids for more than one (1) Service shall amount to automatic disqualification without notice
(9.2) Late submission shall be rejected
(9.3) All submission should be arranged in a binder and numbered in the order listed in 5 above (Pre-qualification Requirement)
(9.4) Only companies who submit the required information and meet the pre-qualification criteria will be contacted after evaluation. HEOSL shall liaise directly in writing with only authorized representatives of interested companies and not through individual or agents
(9.5) All costs incurred by the intending bidders resulting from this invitation to tender exercise and any subsequent request for information shall be to contractor’s account
(9.6) This advert shall neither be construed as any form of commitment on the part of OPERATOR to award any contract to any Contractor and or associated contractors, sub-contractors or agents, nor shall it entitle Prequalified Contractors to make any claims whatsoever, and/or seek any indemnity for OPERATOR and/or any of its partners by virtue of such Contractors.
(9.7) Memorandum of Understanding (MOU) and any letter of affiliation or introduction letter from any company shall NOT be accepted
(9.8) All information must be provided in English Language
