INVITATION TO TENDER/EXPRESSION OF INTEREST FOR THE EXECUTION OF CAPITAL PROJECTS IN THE 2017 APPROPRIATION ACT

(1.0) INTRODUCTION
The Federal Government of Nigeria has allocated funds to the Federal Neuro-Psychiatric Hospital, Kware -Sokoto in the 2017 Appropriation Act for the execution of policies, programmes and projects towards achieving the mandate of the Hospital. The Hospital, therefore, invites interested reputable Contractors and Consultants with relevant proven competence and experience to submit Tender/Expression of Interest (EoI) for the execution of the projects below:

(2.0) DESCRIPTION OF THE PROJECTS
CATEGORY A (INVITATION TO TENDER)-Interested Contractors are invited to submit Technical and Financial Bids for the following:

CATEGORY B (EXPRESSION OF INTEREST) – Interested Consultants are invited to submit Expression of Interest (EoI) for the following projects:

(3.0) SCOPE OF THE PROJECTS
The scope of the above-mentioned projects are detailed in the bidding documents which will be issued to interested bidders.

(4.0) ELIGIBILITY CRITERIA
Prospective bidders/consultants must meet the under listed requirements to be eligible to participate in this procurement:
(i.) Evidence of registration with Corporate Affairs Commission (CAC) by inclusion of Certificate of Incorporation, or Certificate of Registration as Business Name (as the case may be);
(ii.) Evidence of Tax Clearance Certificate for the last three (3) years (20l4, 2015, 2016) corresponding with declared Annual Turnover by inclusion of certificate;
(iii.) Company’s profile including details of Directors (Form CAC 7);
(iv.) Evidence of compliance with the Pensions Reform Act 200-1 by inclusion of Certificate of Compliance from the National Pension Commission;
(v.) Evidence of Compliance with the Industrial Training Fund Amendment Act. 2011 by inclusion of certificate of compliance from the Industrial training Fund;
(vi.) Evidence of experience in at least three (3) projects of similar nature and complexity executed within the last five years with verifiable letters of contract award or completion certificates or interim report certificate (where such jobs are still in progress);
(vii.) Evidence of Registration on the National Database of Contractors. Consultants and Service Providers by inclusion of Interim Registration Report (1RR) issued by the Bureau of Public Procurement (BPP);
(viii.) Evidence of financial capability/reference letter from a reputable bank (including demonstration of having liquidity and/or evidence of access to or availability of confirmed credit facilities of not less than N20,000.000 from a reputable bank);
(ix.) Evidence of compliance with National Social Insurance Trust Fund Act by inclusion of evidence of registration with the fund;
(x.) Companies audited accounts for the last three (3) years;
(xi.) List of key technical personnel indicating their roles, designation, qualification (endorsed copies) and years of experience with relevant professional certificates attached;
(xii.) Evidence of registration with relevant professional bodies (Consultancy);
(xiii.) A sworn Affidavit disclosing that
(a.) No partner director has ever been convicted in any country for criminal offences related to fraudulent or corrupt practices;
(b.) that all the documents submitted are true and correct in all particulars;
(c.) whether or not any officer of the Federal Neuro-Psychiatric Hospital or BPP is a former or present director of the company or has a pecuniary interest in the company;
(d.) The company firm is not in receivership, insolvent or bankrupt.

(5.0) COLLECTION OF BID DOCUMENTS
Interested and competent bidders/consultants are requested to collect bid documents from the Procurement Unit Federal Neuro-Psychiatric Hospital, Kware. No. 1 Kware, Illela Road, Kware, Sokoto State, upon presentation of evidence of payment of non-refundable tender fee of Twenty Thousand Naira (₦20,000.0) only using Central Bank of Nigeria (CBN) Payment account number as follows:

(6.0) SUBMISSION OF BID DOCUMENTS
(i.) Prospective bidders shall enclose their Technical documents in a separate envelope (marked Technical) and the Financial Bid in another envelope (marked Financial) and the two separate envelopes shall be enclosed in one scaled outer envelope clearly marked “INVITATION TO TENDER”- with the Project Name, category and Lot No clearly written on the top right hand corner in two (2) sets: one (1) original and one (1) photocopy.
(ii.) Prospective Consultants shall submit one original and one photocopy of their expression of interest (EOI) documents in a sealed envelope. The reverse side of the envelope shall bear the Consultant’s name, address and telephone Nos. The front should he labelled “EXPRESSION OF INTEREST” with the Project Name, category and Lot No clearly written on the top right hand corner. Submissions should be addressed to:

(7.0) CLOSING DATE & OPENING
Submission of bid documents closes on Monday 18th September, 2017 at 12:00 noon. Any bid received after the stated date and time shall not be considered. The submitted bids will be opened on the same day, Monday 18th September, 2017 at 12:00 noon at the Bafarawa Hall in the Hospital. Bidders/company representatives, consultants and interested members of the public including relevant professional bodies, Civil Societies and Non-Governmental Organizations are hereby invited to witness the public opening of the technical bids.

(8.0) DISCLAIMER
Please Note:
(i.) Certificates may be referred to the respective issuing authority for verification and authentication.
(ii.) Contractors/Consultants are not permitted to bid for more than one category lot. Any bidder that violates this rule shall be disqualified and only successful bidders will be invited for the next stage of the bidding process
(iii.) Technical and financial bids enclosed in one and same single envelope that will expose the Technical and Financial bids at the same time of opening shall be disqualified and only successful bidders will be invited for the next stage of the bidding process.
(iv.) Submissions that do not meet up with the requirements specified above shall be rejected.
(v.) The Evaluation of bids/EoIs shall be strictly based on the requirements specified above.
(vi.) This advertisement is published for information purpose, and should not be construed as a commitment or obligation on the part of the Hospital to award these contracts.
(vii.) The Hospital is not bound to consider any bid/EoI and reserves the right to reject all bids/EoIs at any time prior to the acceptance of a bid/EoI or cancel the procurement proceeding in the public interest.
(viii.) Due diligence exercise will be conducted to verify all the claims made by bidders.
(ix.) All submissions must be made only in English Language
