INVITATION FOR TECHNICAL AND FINANCIAL BIDS FOR THE EXECUTION OF 2017 APPROPRIATION
The Federal Government of Nigeria has allocated funds to the Federal Ministry of Agriculture and Rural Development (FMA&RD) (Federal Cooperative College Kaduna) in the 2017 Appropriation for the execution of policies, programmes and projects toward achieving the mandate of the Ministry/College. Accordingly the Ministry/College wishes to invite reputable contractors with relevant proven competence and experience to submit tenders the execution of the following projects;

CATEGORY C – CONSULTANCY

Interested and competent Contractors, Suppliers and Service Providers/Consultants wishing to carry out any of the projects listed under the three (3) Categories above are required to submit the following documents in their Technical Proposals which will be subjected to verification and due diligence by the College;
(i) Certificate of Registration with Corporate Affairs Commission (CAC)
(ii) Tax Clearance Certificate corresponding with the company annual turnover for three years (2014, 2015, 2016)
(iii) Evidence of Compliance from the Industrial training Fund
(iv) Evidence of current certificate of compliance with Pension Reforms Act 2004 by inclusion of PENCOM Compliance Clearance Certificate in line with section 16(6) (d) of the Public Procurement Act, 2007.
(v) Evidence of VAT Registration with TIN Number
(vi) Evidence of interim registration of firm on the National Database of Contractors, Consultants and Service Providers with Bureau of Public Procurement (BPP)
(vii) Evidence of Current Certificate of Compliance with the Employees Compensation Act which requires that all Employees of labour most remit 1% of the total annual embodiment of their workers to the Nigerian Social Insurance Trust Fund (NSITF)
Bids that fulfills all of the requirement listed above shall further be subjected to Technical Evaluation based on the under- listed requirements and only bids that were adjudged to be technically competent and meet the minimum qualifying score will be qualified for participation at the financial tender stage.
(i) Comprehensive Company Profile;
(ii) Technical Qualifications of key personnel (Curriculum Vitae of individual staff who will be assigned to the require services including qualifications, individual experience in handing assignments and attestation available)
(iii) Evidence of Financial Capability to execute the Projects (Bank Support):
(iv) Verifiable evidence (Photocopies of letters of awards and completion certificates and interim performance certificates for on-going projects are subject to verification) of previous experience in similar jobs, at least three (3) in the last five years;
(v) Annual Audited Account for the last three (3) years (2014, 2015 and 2016);
(vi) Evidence of Registration with Relevant Professional Bodies;
(vii) Name, e-mail address and telephone numbers of contact person for the project;
(viii) A Sworn Affidavit in line with the provision of Part IV, Section 6(f) of PPA 2007 stating that none of the persons connected with the bid process in the procuring entity has any pecuniary interest and that the company is not in receivership at any form of insolvency/bankruptcy nor in debarment and that the company nor any of the Director(s) of the company has been convicted of financial crime; and
(ix) Any other information that will further enhance the qualification of the company.
Interested and eligible bidders may obtain further information and collect Bidding Documents from the Procurement Unit Federal Cooperative College, Kaduna (FCCK) between 9:00am and 3:30pm (Mondays – Fridays) except public holidays at the following address: Federal Cooperative College, Abuja Road Junction, Kaduna
COLLECTION OF BIDS DOCUMENTS FOR CATEGORIES A & B
Interested Bidders are to collect Bidding Documents at the address above on submission of evidence of payment of a non-refundable Tender fee of ₦10,000.00 (Ten Thousand Naira only) per Lot to the Treasury Single Account (TSA), TSA Code Number for the payment of the non-refundable tender fee.
SUBMISSION OF BIDS DOCUMENTS FOR CATEGORIES A & B
The Completed Technical and Financial Bids are to be submitted in Two (2) Copies Each Which Includes One (1) Original and One (i) Copy. The documents should be in Two (2) Separate Sealed Envelopes clearly marked “Technical Bid” and “Financial Bid” and both sealed in a third envelope marked with the Appropriate Project Title and Lot No. at the top right hand corner with the Company Name written behind and addressed to the Provost, Federal Cooperative – College, Kaduna.
OPENING OF BIDS DOCUMENTS FOR CATEGORIES A & B
Technical Bids will be publicly opened immediately after the deadline for submission specified above by 12:00 noon on 6th September, 2017 in the presence of Bidders or their representative, Professional bodies, Non- Governmental Organizations (NGOs) and interested members of the public at (FCCK) advertisement services as an invitation to Non-Governmental Organization (NGOs), Anti-Corruption Agencies and the general public to witness the Bid opening. Only successful Technical Bidders will be invited for the opening of Financial Bids at a later date
SUBMISSION OF EXPRESSION OF INTEREST AND PRE-QUALIFICATION DOCUMENTS FOR CATEGORY C
Interested Consultants and Contractors shall submit one (1) Original and one (1) Copy of their Expression of Interest (EoI) and Pre-Qualification documents with the Project Category. Title and Lot No. clearly written at the Front Top Right Corner of the envelope with the Company Name written behind and addressed to the Provost, Federal Cooperative College, Kaduna.
PUBLIC OPENING OF BIDS FOR CATEGORY C
Expression of interest (EoI) and Pre-Qualification documents for Category C will be publicly opened immediately after the deadline for the submission of documents by 12:00 noon on 9th August, 2017, at the Conference Hall of the College in the presence of bidder’s representatives, relevant Professional bodies, Non-Governmental Organizations and interested members of the public. Only Shortlisted/Prequalified bidders will be invited to collect tender document upon payment of non-refundable Tender fee of 10,000.00 (Ten Thousand Naira) only, per lot to the Treasury Single Account (TSA).
ADDITIONAL IMPORTANT INFORMATION
Interested bidders and the general public are invited to note that:
(a) Contractors/Service Providers who have worked for the College and have history of poor performance, abandonment or prolonged contract execution/extension need not apply as they will be disqualified
(b) Companies and Bidders shall not apply for more than two (2) projects in the same category (i.e A-Works, B-Goods, C-Consultancy).
(c) Further details on the Locations of the Project are as specified in the Bidding Documents and each shall be evaluated and awarded as a separate Lot/Project
(d) The Project of Domestic Preference for Made-In-Nigeria Goods will apply where necessary
(e) All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company’s or Firm’s Letter Head Paper bearing among others, the registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Telephone Numbers, Valid e-mail address and official Company Firm’s address;
(f) The letter head Paper must bear the Name and Nationalities of the Directors of the Company/ Firm at the bottom of the page;
(g) All Tender Documents must be packaged in line with advertisement
(h) Non-compliance with the Conditions stated therein will lead to automatic disqualification of the bidder from the bidding process;
(i) The college will not be responsible for any cost or expense incurred by any interested Party(ies) in connection with any response to this invitation and or the preparation or submission in response to an inquiring; and
(j) The College is not bound to award contract(s) to any bidder and reserves the right to annual the procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
