INVITATION TO TENDER FOR TETFUND ZONAL INTERVENTION PROJECT IN THE CRS COLLEGE OF EDUCATION, AKAMKPA
Applications are hereby invited from reputable and interested contractors with relevant experience, good track record and financial capacity to tender for the underlisted works for the year 2017 TETfund Intervention project in the Cross River College of Education, Akampka. Tendering will be conducted through the National Competitive Bidding procedures as stipulated in Public Procurement Act (PPA) 2007 and its exact guidelines.
2.0 SCOPE OF WORKS
Lot 1: Construction of two Blocks of 10Nr Students Lavatory
Lot 2: Procurement of 18- Seater Toyota Hiace Bus
3.0 ELIGIBILITY REQUIREMENTS
(i) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including form CAC2 and CAC7
(ii) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December,2019
(iii) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2019
(iv) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December 2019;
(v) Evidence of current Nigeria Social Insurance Trust Fund (NSTIF) Compliance Certificate valid till 31st December, 2019:
(vi) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 1/1//2020 or valid Certificate Issued by BPP.
(vii) Sworn affidavit disclosing whether or not any officer of the relevant committees of the Cross River State College of Education or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in it’s bid are true and correct in all particulars.
(viii) Company’s Audited Accounts for the last three (3) years – 2016, 2017, 2018.
(ix) Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed.
(x) Company profile with the curriculum Vitae of Key Staff to be deployed for the project including copies of their Academic/Professional qualifications:
(xi) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including letters of Awards, Valuation Certificates, Job completion Certificates and Photographs of the projects.
(xii) All documents for submission must be transmitted with a Covering/Forwarding Letter under the Company/Firm’s Letter Head Paper bearing amongst others, the registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No,) and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorized officer of the firm.
4.0 COLLECTION OF TENDER DOCUMENTS
A collection set of tender Documents in English may be inspected and purchased by interested and qualified contractors at the Department of Works and Services from 5, April 2019 between 10:00am and 4:00pm daily upon presentation of evidence of payment of a non-refundable fee of N10,000.00 only, for each Lot payable at CRUTECH Micro Finance Bank, Akamkpa.
5.0 SUBMISSION OF TENDER DOCUMENTS
(i) Prospective bidders are to submit for each of the Lot desired, two (2) hard copies each of the technical and financial bids separately in sealed envelopes and clearly marked ad “Technical Bid” or “financial”. Therefore, put the two sealed envelopes together in a bigger third sealed enveloped and addressed to:
Cross River State College of Education, Akamkpa
P.M.B. 1171, Calabar, Cross River State
And clearly marked with the name of the project and Lot number. Furthermore, the reverse of each sealed envelope should have the name and address of the bidder and drop in designed Tender Box in the Office of Registrar not later than 12:00 noon on 18, May 2019.
The arrangement of documents should follow the list in three (3i-xiii) above approximately numbered with a table of content indicating the pages in which these items are to be found.
6.0 OPENING OF BIDS
The technical Bids will be opened immediately after the deadline for submission at 12:00 noon on 18 May, 2019 in the Provost Conference Room in the presence of bidders or their representatives, while the financial bids will be kept un-opened. Please ensure that you sign the Bid submission Register in the office of Registrar as the Cross River State College of Education will not be held liable for misplaced or wrongly submitted bids
7.0 GENERAL INFORMATION
(i) Bids must be in English Language and signed by an official authorized by the bidder:
(ii) Bid submission after the deadline for submission would be returned unopened
(iii) Bidders should not bid for more than two (2) lots
(iv) All cost will be borne by the bidders
(v) All pre-qualified bidders will be contacted at a later date for financial bid opening, while financial bids of unsuccessful bidders shall be returned un-opened
(vi) The Cross River State College of Education is not bound to pre-qualify any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with section 28 of the Public Procurement Act 2007
