INVITATION TO TENDER/EXPRESSION OF INTEREST (EOI) FOR THE IMPLEMENTATION OF 2018 CAPITAL PROJECTS

1.0 The Consumer Protection Council (CPC) hereby invites sealed Tenders and Expression of Interest towards the execution of the following in its 2018 Capital Projects:

A.  REQUEST FOR EXPRESSION OF INTEREST (EOI):
CONSULTANCY/NON-CONSULTANCY SERVICES

A6 Development of virtual legal and other research tools including a standing law library, hard copy books and relevant access devices
A7 Development of critical consumer education awareness messages in English language
A8 Development of critical consumer education awareness messages in Hausa language
A9 Development of critical consumer education awareness messages in Yoruba language
A10 Development of critical consumer education awareness messages in Igbo language
A11 Development of critical consumer education awareness messages in Pidgin English
A12 Social media platform dissemination of critical consumer education awareness messages
A13 Architectural designs/Bill of Quantity (BoQ) of Construction of Head Office Building in Abuja

2.0 ELIGIBILITY REQUIREMENTS:
(a) Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Form CAC2andCAC7;
(b) Evidence of Company Income’s Tax Clearance Certificate for the last three (3) years (2015, 2016 & 2017) valid till 31 December. 2018:
(c) Evidence of current Pension Compliance Certificate valid till 31 December, 2018;
(d) Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31 December, 2018;
(e) Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31 December, 2018:
(f) Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 1/1/2019 or valid Certificate issued by BPP.
(g) Current Sworn Affidavit disclosing whether or not any officer of the relevant committees of the Consumer Protection Council (CPC) or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder, that the company is not bankrupt, in receivership or under liquidation or involved in any litigation which can potentially affect the company’s ability to effectively discharge their responsibility if engaged and to confirm that all information presented in its bid are true and correct in all particulars;
(h) Company’s Audited Accounts for the last three (3) years – (2015, 2016 & 2017);
(i) Evidence of financial capability to execute the project including Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
(j) Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of Lot C; COREN, QSRBN, ARCON, CORBON etc.);
(k) Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
(l) List of Plants/Equipment with proof of Ownership/Lease (Lot C);
(m) For Joint Venture/Partnership, Memorandum of Understanding (MoU) should be provided (all the eligibility requirements are compulsory for each JV partner)
(n) All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC) as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm,
(o) Proposal must be paginated and items required above to be arranged in the order of sequence as listed.

3.0 COLLECTION OF TENDER DOCUMENT
Detailed requirements are provided in the Standard Bidding Documents, interested Bidders are expected to pay a non-refundable tender fee of Ten Thousand Naira (N10, 000.00) only per lot in favour of CPC through TSA Remita for Goods and Works and present a verifiable evidence of payment to the Council’s Account Department for receipt of your payment.
Interested Consultants for Lot A1 — A13 are not required to pay at this stage except when shortlisted for request for Proposal (RfP)

4.0 SUBMISSION OF EXPRESSION OF INTEREST (EOI) LOT A:
Interested Consultants and Service Providers should submit one (1) original and one (1) photocopy of their document with the lot no. written at the top right earner of the envelop, clearly marked and labelled with name of company and address at the back of envelop and submit to the secured tamper-proof bid box located at;

5.0 SUBMISSION OF TENDER DOCUMENTS (LOTS B AND C):
Interested bidders should submit one (1) original and one (1) photocopy of their Technical and Financial Bids in two different sealed envelopes and labelled “Technical Bid” and “Financial Bid” respectively with the Company’s name indicated at the back of each envelope, Both envelopes Should be sealed and placed in a third envelope marked with the Company’s name and Lot No. of the project bid for on the top right hand corner and addressed to:

6.0 OPENING OF EOI DOCUMENTS (LOT A):
The EOI documents will be opened immediately after the deadline for submission on Monday 12:00noon, 26 November, 2018 at the Conference Room of the Council in the presence or bidders or their representatives, while the Financial bids will be kept unopened. Please, ensure that you sign the Bid Submission Register, as the Council will not be held liable for misplaced or wrongly submitted bids.

7.0 OPENING OF BID DOCUMENTS (LOTS BAND C):
The technical bids (Lots B and C) will he opened immediately after the deadline for submission at 12:00noon on Monday, 24 December, 2018 at the Conference Room of the Council in the presence of bidders or their representatives, while the Financial bids will be kept un-opened. Please, ensure that you sign the Bid Submission Register, as the Council will not be held liable for misplaced or wrongly submitted bids.

8.0  GENERAL INFORMATION
(a) Bids/EOI must be in English Language and signed by an official authorised by the bidder;
(b) Bids/EOI submitted after the deadline for submission would be returned un-opened;
(c) Bidders should not bid for more than two (2) Lots;
(d) All costs will be borne by the bidders;
(e) All shortlisted bidders will be contacted at a late/date for collection of tender documents;
(f) The Consumer Protection Council (CPC) is not bound to shortlist any bidder and reserves the right to annul the Procurement process at any time without incurring any liabilities in accordance with Section 28 of the Public Procurement Act 2007.
