Introduction
The Nigerian Meteorological Agency (NiMet) in fulfillment of its mandate to monitor weather, climate and provide early warning advisories for economic growth and diversification to align with Federal Government Policy; and in accordance with 2007 Public Procurement Act, invites interested and eligible contractors to tender for the execution of the following projects which are to be funded under the 2016 Appropriation.
(2) Projects
(I) CONSTRUCTION OF MET EQUIPMENT STORE BUILDING AT NNAMDI AZIKIWE INTERNATIONAL AIRPORT, ABUJA.
(II) PROCUREMENT AND INSTALLATION OF 4NO. SOLAR POWERED MARINE AUTOMATIC WEATHER OBSERVING AND EARLY WARNING SYSTEMS AT WARRI, LAGOS, CALABAR ANDPORTHARCOURT.
(III) PROCUREMENT OF CONVENTIONAL METEOROLOGICAL INSTRUMENTS NATIONWIDE
Lot I – Digital Barometer
Lot II – Pen Nibs for autographic Instrument
Lot III – Digital Anemometer
Lot IV – Minimum& Maximum Thermometers
(3) Qualification Requirements
Interested bidders are expected to meet all requirements specified in the Bidding documents which include submission of:
(I) Evidence of incorporation in Nigeria (CAC forms C02 and C07).
(II) Current tax clearance certificate, (i.e. expiring on 31/12/2016).
(III) Immediate past three years’ audited accounts of the company (2013, 2014 and 2015).
(IV) Evidence of compliance with the relevant provisions of the Pensions Act.
(V) Evidence of company registration on the National Procurement Database (www.bpp.gov.ng)
(VI) Evidence of compliance with ITF Act.
VII) Company Profile
(A) Evidence of key professional staff with relevant experience and registration with relevant professional bodies.
(B) Verifiable documentary evidence of similar jobs successfully executed within the last five years. Such evidence shall be in form of valid letters of award of contract, contract agreement and completion certificate or interim payment certificates, where such jobs are still in progress. Proven integrity of performed projects is added advantage.
(C) Verifiable evidence of availability through ownership and/or leasehold of appropriate equipment/machinery to be deployed for the execution of the project.
(D) Evidence of financial capability and availability of bank support if awarded the contract. Please note that bankers’ letter merely stating that the bidder operates an account within- a turnover range is not an adequate evidence of financial capability.
(VIII) Adherence to instructions in the Bid Document is mandatory.
(IX) Affidavit that no staff of NiMet is a director or has pecuniary interest in the company and that all information given with respect to this advert are true.
(X) Any other useful information is an added advantage
(4) Collection of Bidding Documents
A complete set of bidding documents in English language may be obtained from the address below on payment of a non-refundable Tender fee of N10,
000.00 (Ten Thousand Naira) only, payable to Nigerian Meteorological Agency through REMITA platform at any commercial Bank in favour of NiMet. Ensure you obtain evidence of such payment which will be presented on Collection of bid documents between 9.00am and 4.00pm from Mondays to Fridays.
(5) Submission of Bidding Documents
Bids must be delivered in an envelope containing two separately sealed envelopes marked “technical” and “financial” bids to the address below on or before 12:00 noon on 27th September, 2016. Bids will not be collected after this period. The name and address of the bidder, including valid contact telephone numbers must be clearly stated on the envelopes.
(6) Opening of Bids
Bids will be publicly opened in the presence of representatives of companies, who choose to be present at the Agency’s conference room at 12:00 noon immediately after closing of submission of bids on 27TH September, 2016. This advertisement also serves as an invitation to all stakeholders and the general public to the bids opening.
(7) Bid Security
All bids must be accompanied by a bid security of 2 per cent of the bid value.
(8) Note:
(I) Scales of Measurement:- Nominal scale will be applied for items (i) to (vii); while interval scale will be adopted for items (viii) to (x),
(ii) Evaluation:- Bidders who do not scale through the technical evaluation stage shall have their financial bid(s) returned unopened.
