DELTA STATE MINISTRY OF FINANCE – INVITATION FOR PRE-QUALIFICATION OF BIDDERS FOR THE PARTIAL PRIVATIZATION OF DELTA TRANSPORT SERVICES LIMITED – DELTA LINE

1.0 INTRODUCTION
The Government of Delta State, in pursuance of its agenda to improve inter and intra-State transport has approved the involvement of the private sector in the operation and partial ownership of the Delta Transport Services Limited – Delta Line to ensure that it is managed in accordance with domestic and international best practices.

2.0 EXPRESSION OF INTEREST
Interested and competent investors/operators with requisite experience in managing similar operations are therefore invited to submit pre-qualification documents for the sale of up to 60% of the equity of Delta Line.

2.1 DELTA LINE
The Company was incorporated over 25 years ago and is primarily a transporter of passengers but also has a small courier operation for the movement of goods and packages. Delta Line is head quartered in Asaba, Delta State and has 38 terminals nationwide.

3.0 REQUIREMENTS AND ARRANGEMENT OF PRE-QUALIFICATION DOCUMENTS
The required pre-qualification documents include and should be arranged in the following order:-
i. Evidence of incorporation or Business Registration with the Corporate Affairs Commission.
ii. Memorandum and Articles of Association.
iii. Registration with relevant bodies (courier license).
iv. Company’s Audited Accounts for the 2013, 2014 and 2015 fiscal years.
v. 3 Years Tax Clearance Certificate for 2013, 2014 and 2015.
vi. Evidence of financial capacity and banking support.
vii. Statement of relevant experience confirming successful operation of a similar transport company (courier or passenger).
viii. VAT registration and evidence of remittances.
ix. Detailed company profile.

4.0 SUBMISSION OF PRE-QUALIFICATION DOCUMENTS
All pre-qualification documents are to be packaged in envelopes marked DELTA LINE PARTIAL PRIVATISATION EOI and submitted to:
The Permanent Secretary, Delta State Ministry of Finance Asaba, no later than 2 weeks from the date of this advertisement.

5.0 KINDLY NOTE
I. A non-refundable processing fee of NGN150,000 must be paid to the Ministry by way of a bank draft made payable to the Delta State Ministry of Finance.
